Question about Televison & Video
Problem seems with screen volts (1000V) that drives G2 of picture tube to accelerate electrons emission that creates brightness.
Usually high value resistor nearby G2 found defective in such kind of problem, check screen volts line that goes to G2 pin of picture tube as G2 should have 600 to 800 DC volts for normal function.
