you hav two choices 1) remove battery and put it back up
2) with power nad everything connected to modem just unscrew the cable wait for 30 sec n screw it back in
COULD BE THE PHONE BUT MOST LIKELY ITS THE CHARGER, IF ITS AFTERMARKET GET RID OF IT AND BUY OEM, TRY AND TEST IT OUT WOULD A FREINDS MOTOROLA CHARGER SINCE THEY'RE MOSTLY THE SAME CHARGERS AND SEE IF YOU STILL GET THE MESSAGE.
the mainboard is gone and have to either be replaced or taken to a mobile service center close to you and hvae them use special equipment to revive it.
