Question about Stairmaster 7000PT Nautilus Stepmill
This machine works off of gravity and requires a minimum of 120 lbs to function correctly. So without knowing what "lightweight females" is exactly, I am assuming they weigh less than 120 lbs.

just check the speed of unit if she goes faster than when she was on level 17-or 19 it is ok
if not calibrate the tension but i think it is always feels like this

The problem may lie in your wife's low weight - she just doesn't have enough weight to move the stairs at that resistance ( my wife weighs 100 lbs and can't get it to move at a high level). If she can hold some weights in her hands and have ankle weights on, she will be able to move the steps faster.
