Hi!!
You did not specify the type and model of your unit. On most side by side fridges just grab the top part of the cover with your fingers and pull out using lite force. Here is an exploded view of the dispenser.

A HELPFUL - 4 THUMBS - rating for this solution would be greatly appreciated. Thank you for using FixYa.

Here is the exploded view of your unit, it seems you have to remove the dip tray cover, 23A in order to remove the screw attaching the dip tray 23.

Water will not dispense from electrolux side by side front door refridgerator

I would check the water valve. Many of these refrigerators use a dual cylinder water valve and sometimes one of hose cylinders goes bad. The filter is at the inlet so if its still making ice, that means that the valve is still getting water.

Need to open ice despensor cover on refridgerator door the flapper won't close all the way and a small black piece fell out (looks like a weight)

Remove the dispenser cover by gently prying starting at the bottom going round and round a little at a time to prevent from breaking it. When it's off the screws will be exposed to access the other components

In door ice maker not working

In some cases, living in an area with extreme humidity, the ice dispenser door can stick open ( a small flap in the chute that delivers ice into the glass). This can cause a problem. The grinder in the dispenser sounds like it is frozen. Try using a HEAT GUN (hair dryer) on a low setting to defrost the dispenser DO NOT TRY TO MELT THE PLASTIC! Or a quicker solution, Unplug the refrigerator and pour water thru the dispenser CAN BE A MESS try to catch in a bucket or pan. Remove the dispenser from the door clean and dry as necessary and reinstall.

Try using cube ice to see if this helps. The occasional cup of cubes will dislodge stuck ground ice in the dispenser.

ABOVE ALL BE CAREFULL THE GRINDER CAN CUT YOUR FINGERS OFF. ELECTRIC SHOCK IS A DANGER AS WELL.

Electrolux will not make ice. the water will dispense

Is the freezer cold enough? Should be close to 10 degrees.
Is there water or ice in the ice mold? If not put water in it and see if it dumps the ice after it’s frozen. If there is ice, lift the cut off arm and let it drop to see if it will start.
If it does dump the ice but don’t refill with water.
Try swapping the wires on the dual water inlet valve. Then try the water dispenser. The water should go to the ice maker. This will tell you weather or not the ice maker valve is working and if the line is clear.

The water inlet valve on the back of unit opens when the ice maker needs water. If the valve doesn't seal good because of sediment or wear it will continue to drip and when the water reaches the ice maker supply tube it will freeze. You can take the water line off the valve and watch to see if it drips.

Water/Ice Dispenser buzzes loudly as soon as freezer door closes.

I am not sure what would be buzzing, but besides the parts in this area that are worked manually, this means that the working parts are not electric they are manual working parts, the parts that are electric are the lights and a switch for different ice types, if you have this option. You can remove the cover
by pushing up on the plastic plate that surrounds the ice/water area with the lights on it, on the back you will see the electric connections to the chip board, you could unplug these connections and see if the noise stops. Now every fridg is the same so make sure there are not any screws holding the plate
on before you try to push it up so it can be removed. Any questions please post back.
