No. Flushing the water heater will not help. You can do two things to get hotter water in the bath tub. You can turn the water heater up 5-10 degrees. Or insulate the hot water line in the basement or in the crawl space under the house. Turning the water heater up will make the water hotter everywhere. But you can adjust it at the kitchen and wash basin.
