If you have black bands at top and bottom or on the side of display, assuming that we are talking about a CRT or rear projection TV, then you have a convergence problem.
The most common fault causing the problem are the convergence ICs.
The repair is done replacing the two integrated circuits whose function is amplifying and stabilizing power to maintain the alignment circuit. Usually more components in alignment circuit must be tested and eventually replaced.
The repair job starts at about $120 up to about $250. The part is generally not expensive (two ICs or transistors and a couple of other components if needed).
