First thing to check is the Thermal fuse, See if its open using a meter
Second, check if you have 120 volts on both sides of the Thermal Fuse
If you do most likely its a bad motor

Dryer will not start

The temperature of the air being exhausted is monitored by the cycling thermostat and the thermal fuse mounted on the blower housing. The thermal fuse, which is wired in series with the motor circuit, fails when the cycling thermostat fails to regulate the exhaust air temperature. Failure of the thermal fuse results in the motor not running and the dryer not working at all.

Remove the dryer real panel to access the blower housing and check the continuity of the thermal fuse. Grab a volt-ohmmeter and set it to the R X 1 scale then disconnect one wire from the thermal fuse terminals then check the continuity of the thermal fuse. Replace the thermal fuse should it read open.

Indicate the exact model number of the dryer for specific troubleshooting and repair advice if you need further assistance and for the exact part numbers.

My whirlpool gas dryer is not starting. the thermal fuse reads fine. I have a 4 wire thermostat next to the fuse. I have continuity between 2 wires. What should I have between the other 2?

Unplug the dryer, and remove one of the wires on the white fuse next to the 4 wire thermostat. If there is continuity on the fuse, then check the door switch. You can do an audible check just by pressing the button in or moving the lever in, which ever you have. Make sure that the motor is not covered with lint as it could have shut off thermally which takes about a half hour or so to reset if it has no air flow. Depending on the model, ( you never stated or the age ) there is another fuse that could be out also that needs checked. The things on this circuit that makes it run are, the wall outlet, the cord, the timer, door switch, internal fuses, the motor and wires, which could be burnt or chewed or simply loose.
