I have no user manual. I need to know how to program the pagers to the base station for a Radio Shack 17-6020 Paging system. Your menu would not recognize this product so I just entered something that started with Radio Shack.

The 163 is a trunking scanner, so programming instructions are long and detailed, and they vary for each type of trunking system. Programming instructions are best explained in the factory operating manual. If you don't already have it, you can download/print the manual here:

The PRO-2096 is an advanced scanner capable of monitoring both single frequency conventional systems and advanced trunking radio systems. Go to radio shack site. There is probably a manual you can download if you search the site. The catalog number for the scanner is 20-427. you can search by that number if the model number does not work.
The scanner itself does not directly support decoding of pager tones, but if you know someone who can manage their way around a bit of soldering and hacking, they might be able to rig something up with an old pager which could be triggered from the audio output jack from the scanner.
