The installer you are trying to run is corrupted. Download (as in Save, not Run) a new one from a different location like
Wait for the download to be over, close the browser and go to where the installer is located - that location was determined by you when the download initiated. Once you find it right click on it and select Run As Administrator. This will start the install process.

This problem is not with the Itunes, but with the Windows Installer. If I am right, that Itunes install setup file must be a .msi file. This is a very common issue. If you've installed Winrar, try extracting the .msi (itunes setup file) and see if you could run the install after it's extracted.
You'll need to install or update the windows installer. But first, uninstall the installed windows installer from the Control Panel and run Automatic Updates (windows). Windows Automatic Update will search the available latest versions of windows installer and will download it for you.
