The view sonic VA1701WB display is totally white on the screen during up the computer and i check the CPU is booting up but at the same time monitor screen is totally white please reply the reason.

It can be due to:
Dead T-CON board on the LCD panel assembly due to blown fuse or just dead board.
Dead power supply on the logic board that supplys the power to the T-CON board.

I have a dell 153fp and it is brighter at the bottom of the screen than the top. It also makes a very high pitch noise. Is there any fixes for these issues?

Check the lamp caonnector (white connector with pink and white wires ,or pink and black wires), look for arcing on the board around the inverter transformers. It sounds like the top lamps are not on fully. It can also be from bad soldering works at the lamps ends.

The monitor went dark, seems to have no power.

Totally darken the room your computer is in, and see if you can see a very-dim image on your computer.
If so, it could be the "inverter" part inside the LCD that has failed (about a $20 part, but will take a technician about $50 to $75 to disassemble/replace/reassemble/test).

Try connecting the monitor to a different computer, to see if the monitor is OK.

HOW TO OPEN THE DELL MONITOR # 153FP BACK PANEL TO CHANGE THE BULB?

You have to remove the stand and use very thin flat balde screw driver to pop the front and the back panel apart starting at the bottom pf the unit. Are you sure that the back light lamps are bad? More likely to be the inverter circuits of bad capacitors in the power supply which is more likely, and if it does have bad caps, it will usually take out the transistors in the inverter circuit with it.

You have a power supply issue. Something is causing teh supply breaker to trip. You will need to find a local repair shop to pin point the issues.
