I would have the fan and capacitor checked. These would be the most common failures. The less common problem would be the fan relay or contactor. Capacitors can be dangerous. So give a call to your local contractor.

If your fan and compressor are running its out of refrigerant meaning you have a leak in the system.
What you have to do is get a piercing valve and install it on the suction line then hook your gauges up to it and you can charge it that way. What I recommend is to replace it because dehumidifiers are very cheap both in price and the way they make them. This is the best approach to the situation. If you dont have any experience with refigeration and you dont have gauges it will cost you more to buy gauges then a new dehumidifier. If this helps please rate me and do a testimonial.

How do I get my LG 12000 BTU ac/dehumidifier to dehumidify

This is a quote from the manufacturer.

Dry mode is used to remove humidity from the room
without additional cooling. Once the set temperature
is reached, the compressor and circulation fan turns
off and only the exhaust fan will run. Fan speed is
pre-set and cannot be adjusted.

I think, your compressor gets over heated due to condenser block-clean it. Less rpm fan speed. -Replace capacitor. 3.Check compressor running capacitor. If weak replace it. Helpful?

Compressor is not starting, it could be a bad or shorted run capacitor, start capacitor and relay, low voltage, loose or disconnected wire or a shorted compressor.

Sounds like you may have a compressor problem. Should be covered under warranty if it is the compressor. If it sounds like it is trying to start it may be cycling on the overload protector.
