Hello, If you didn't get any cd's with the computer and you didn't make any cd's from the system maintenance program then is sounds like you will have to take your computer to a repair shop. You either had a bad hard drive or your operation system software is corrupt and will need to be reloaded.
Please rate my answer, Thank you.

SOURCE: Dell "Drivers and Utilities" CD

Hi, the "No Diagnostic Utility Partition Found" is returned because your laptop does not find the recovery partition on C drive.
Easiest way to create partition is with dell recovery cd. You can buy CDs from dell, buy finding contact on web site or buy from one of the following.
Dell Restore Disk: XP Pro SP2 for ... $35.00 - DIMOSOL - Digital ...
Dell Latitude D600 XP System Recovery CD ... $18.95 - recovery-cds.com ...
Dell Latitude D600 Vista System Recovery ... $18.95 - recovery-cds.com ...

Buy recovery cd according to windows version on sticker at the back of your laptop.
With recovery CD you wont need drivers.

Alternative solution is downloading drivers posted by Maanita after installing Windows from a generic Windows setup CD.

SOURCE: no diagnostic utility partition found to run diagnostics

Think about this for a min.

The Primary hard disk cannot be found by the System.
The Diagnostic Utility is ON the Primary hard disk.....OF COURSE IT WON'T FIND IT...

Since the motherboard is not able to even detect the drive as being present, there is nothing YOU can do to get it 'going' unless you replace the BAD hard drive with a new one.

[PS: I hope you've backed-up any important data....]

The system is not booting to the hard drive, the #9 indicator is an indication that the number lock is enabled.
Try holding the Fn key while powering on the system, see if diagnostics run (The works on newer Dells, not sure about the D610) If you don't have that function, if you have the resource cd, try and boot to it and run diagnostics.
Generally, the issue you describe is a problem with the hard drive, if it passes diagnostics, then see if you can repair the windows install booting to the XP Cd

Pressand hold the key while powering the system on. This will run theDell Diagnostics. Another more intense diagnostic program is located on a DellCD that you should have received with your laptop. Look for one that has "Diagnostics and utilities" listed underthe "Contents". You will have to boot from that CD disk. To do this, power onyour laptop and tap the key to bring you to the "One time bootmenu". Insert the CD and then select CD/DVD drive and hit key. Select the "Run the 32 Bit DellDiagnostics". If the laptop runs the diagnostics without errors then you have a software issue. If it is a hardware issue (i.e. memory, hard drive) diagnostics will indicate faulty component.

NO BOOT SECTOR ON HARD DRIVE

Afraid you are going to have to get ahold of a copy of the Dell operating system. Once you get that loaded, you can go to www.dell.com to download/install all of the device drivers.

You can actually use any retail operating system version, does not have to be dell. It is only that the dell copy is less expensive. You might try getting that on Craigs List or Ebay.

Good Luck

Will not boot to Safe Mode

Try to boot from the Resource CD by selecting the <F12> key and select boot from CD/DVD drive. If you tried to run the "Diagnostics" option from the <F12> boot menu and it went to command prompt, there might be an issue with your hard drive or the "Diagnostics" partition is corrupted or missing. If all tests pass using the Resource CD, then your OS is probably hosed. As for the 9 LED light, that just indicates that your numeric keypad is enabled.
