Question about Envision EN9410 19" Flat Panel LCD Monitor
The fluorescent back lamp and / or electronic ballast is failing. These parts are fairly inexpensive from suppliers on the internet, but require some finesse to remove and replace the part(s). You may also need to do some soldering to make the repair as well.
If you can't do these repairs yourself, don't be surprised to learn that the cost of having someone perform them for you is not worth it. Some places charge a diagnostic fee (which may or may not be applied to the repair cost) before they'll even open the monitor. Check out new monitor pricing before agreeing to the fee or at the very least - authorizing a repair.
I hope this helps - good luck!
