Error type P19: Thermal-pressure motor lock Error point 208: TPH pressure sensor does not go ON within 2 seconds after the thermal-pressure motor activates in the decompressing direction.

It honestly sounds like the unit is going to need some repair work. All the types of troubleshooting possible have been done by the looks of it. It's a hardware problem which is impossible to repair remotely.

Short answer: You can't. RISO designed it this way so you need to order supplies from them.
