this is a problem from the player. It might be a factory error.
I would suggest you take the player back and replace it because I believe it should be under warranty.
If you read the "Precaution" aspect of manual that came with your tch428/828 player carefully, you will see where you are asked to return the tch428/828 back to the place where you bought it if you experience any problem. You are advised not to temper with it so that you won't void your warranty.
So have it replaced with another one that its touch screen is working. You can test the touch screen of the replaced tch428/828 before you leave where you bought it.
