Not used in 10 years. Was there gas left in the tank? If so the carb is likely gummed up and may need to be taken apart and soaked in "Gunk" solvent and a new kit installed.

You need to play about with the timing adjustment.
You can adjust the timing by two different methods.
The first is to adjust the space on the spark plug.
The other is to adjust the gap between the contact, and the coil/magneto.

Ignition Coil Test
You may need to use a jumper wire between the threaded part of the plug and the cooling fins. You don’t have to bend up the electrode. HTH
