Why does it still display on LED screen out of order code F21 I have tried unplugging and waiting 1 minutes and plug in same problem. Could it be a flow sensor or meter inside?

my book tells me that fault code specifically says drain time is taking to long , this is an indication of either a clogged drain hose (or vent) or in some cases can be a worn down pump impeller (on heavy use machines) or in extreme cases your idea could be correct and the water level sensor is not showing a m/t basket so it gives this fault , a sure divider to this way of thinking is to watch machine (no soap or clothes) for moment it gets that fault , if theres water in drum then sensor is right and u need to took better at pump and drain hoses , if its M/T then sensor is wrong

start a wash with a load and after he machine fills with water check to see if the drum rotates this is usually the problem if you get powder residue on wash with no drum action the powder does not disperse also check to see if the machine spins if it does check belt tension if not check belt tension and motor brushes

F21--Long drain
long drain means it is taking to long to drain the water out of the drum.
the pump might be on its way out. running slow faulting.

Clothes still wet after washed

There could still be water in between the drums. Have a look at the filter, pump and all outlet pipes for a blockage. the excees water that you have when you have clothes in will be what's left in the clothes, wih the machine empty you may just be seeing what shows above the inner drum.

I have a Kenmore HE2t front load washer model #11047561604 serial # HLY1661717 I'm trying to wash a load of clothes and it's giving me a message F21 and it is flashing, I un- plug the washer and try to...

The F21 error code indicates a long drain. Here are some tips that should help you resolve this problem:
  • Check your washer drain to make sure that it is draining properly.
  • Check the drain hose for kinks and clogs. Make sure that it is installed properly per the instructions in your owner's manual. An improperly installed drain hose can prevent the washer from draining properly.
  • Check for excessive suds in the washer tub. Excessive suds can prevent the washer from draining properly and will result in the F21 code. Make sure that you are using the proper amount of HE (High Efficiency) detergent to prevent excessive suds.
Remove any clothes and then use a wet/dry shop vac to drain any water out of the washer.

Arrange shallow pans and/or towel in front of the large item filter shown in the second image below to catch residual water when you remove this filter.Remove the large item filter as shown below. It is likely that you will find a clog in this area that is preventing your washer from draining.

If you do not find any clog or restriction in the large item filter and none of the other issues discussed above apply to your situation, then you could have a failed drain pump. If the pump is damaged and will not pump out water then it will need to be replaced.

Whirlpool Ultimate Care II does not completely drain.

Mine will do this if clothes are left in it for a long period of time. The pump will not drain all water out because the will dry out the seals if they do. Your wet clothes dripped in the tub raising the water level to the bottom of the drum and that is why you have wet clothes. Remove clothes as soon as they are done, use cycle signal to avoid this.
