Good day,
There is no specific place for a ground wire to be placed. However it must be attached to the main cabinet. If needed, you can even drill a small hole and attach it with a self threading screw.
Here is one example.

The ground wire (green) is a safety wire used to protect a machine from shocking someone if the machine develops a short. It does not, nor is designed to carry current.
On the other hand, the white wire although will normally be at ground potential, is a current carrying wire. If something should go wrong, the white wire can rise above ground potential and if severe can cause a shock.
White and green wires perform totally different functions. In a perfect world connecting them together would never be an issue, but we dont. They should not be connected together.

If your talking about the green wire on the dryer plug, then you just put it on top of the white wire in the center of the block where the cord goes to the dryer, this is a nuetral/common ground connection.

Good day,
The green is screwed to any convenient place on the cabinet. It's a safety ground wire.
The white goes in the middle of the block. The red and black go on either end. Doesn't matter which.

Yes, infact you can connect the green wire anywhere to the body of the dryer. That is a safety ground that will or is supposed to, take away the risk of getting shocked if one of the hot wires would short tothe body of the dryer anywhere.

Electric Dryer How To Hook Up Cord pixel_trans.gifFor Three Prong Cords
the Center cord wire goes on the center terminal,
the left on the left ,
and the right on the right.

Note: There should be a ground strap or wire that runs from the center terminal to the dryer case.

For Four Prong Cords
the White cord wire goes in the center,
the Red on the Right,
the Black on the Left.
The green cord wire goes to the case or the external ground screw.

Note: Be sure to disconnect the ground wire or strap that runs from the center terminal to the case. In this Photo (A Whirlpool Dryer) I have ran the wire that runs from the center terminal, the Light Green wire, back to itself rather than cutting it off, just incase I need to put a 3 prong cord back on it some day. The whole purpose of this 3 prong / 4 prong thing is it separates the neutral from the ground. pixel_trans.gif pixel_trans.gif3 Prong Cord Whirlpool Dryer Example terminalblock.jpg 4 Prong Cord Whirlpool Dryer Example 4prongcord_small.jpg
