If the little gray box has no trippers, the dial does not rotate, and the lever is on, is electricity being conducted to my water heater?

Maybe yes.
Open TP valve on water heater and see if heater has hot water.

If you want to test, then test across wires on terminals 2 and 4 for 240Volt. Test across terminals 1 and 3 for 240Volt.

To fix timer, buy new WG1573 240Volt clock motor.

I just moved in to a new house and the water heater is hooked to an intermatic T 171 timer. I have set the trippers in different positions and the time of day is correct, but I still cant get hot water...

Open following link for Intermatic troubleshoot checklist.

Once timer checks out, you need to check circuit going to water heater.
Water heater might be the problem.
Remove trippers from timer dial and set override lever to ON.

WH40 water heater timer: Does black wire from service box go to terminal #1 and black wire to water heater to terminal #2? Does neutral (white) from service box go to terminal #3 and neutral (white) to...

WH40 is 240Volt timer.
WH40 will not work with 120V circuit.

See WH40 wiring illustration at following link:
http://waterheatertimer.org/How-to-wire-EH40-hot-water-heater-timer.html

There are two hot wires in 240V circuit because every circuit requires two wires to complete the circuit.
Hot wires from breaker connect to terminal 1 and 3.
Notice that small white wires are also connected to terminals 1 and 3.
Small white wires power clock motor located on back of mechanism, so this says power from breaker box must arrive on terminals 1 and 3. This insures that clock motor runs continuously.
If clock motor only runs when manual override switch is clicked ON, then your Hot and Load wires are reversed.

Bare ground wire connects to green ground screw.
Wires going to Load (water heater) connect to terminals 2 and 4.

FYI: Terminal A is not used unless circuit also has a Neutral wire,
See basic water heater circuit Diagram #2:
http://waterheatertimer.org/240-v-water-heater-circuit.html

Terminal A is also used if you want to convert WH40 to 120V timer by replacing 240V clock with 120V clock.

I HAVE AN iNTERMATIC t100m TIMER it appears to have two "off" tripper levers but no "on" tripper lever attached to the clock face dial by a set screw . Do I need an "on "...

Yes, the T101M 120Volt pool timer requires both ON and OFF trippers:

Grainger sells T100 series on-off trippers:

Amazon sells T100 trippers

How to wire T-101 120Volt timer
http://waterheatertimer.org/How-to-wire-T104-Intermatic-timer.html#T101

How Intermatic dial timer clock works.
Clock motor rotates dial.
Intermatic clock motor, located on back of mechanism, are replaceable
Trippers located on outer edge of dial push on-off lever
ON tripper pushes lever one direction
OFF tripper pushes lever opposite direction.
Lever pushes electrical contacts together and pulls contacts apart.
When lever moves, manual override also clicks back and forth with audible click.
To replace timer, replacement snaps into box without needing to changing box.

The timer is used on an Electric Point of Use 2.5 water heater. Currently I get hot water only about two hours in the evening. Before it was --on demand. I opened the timer box and one of the timer box"...

No overcharges here Ms bernarda

If I understand correctly you have Intermatic timer with a yellow dial
You have the Intermatic timer hooked to a small 2-1/2 gallon point-of-use water heater
Your point-of-use water heater is working fine
The timer turns on the water heater once a day instead of twice a day

And it seems like one of the tripper pins has fallen off the yellow dial
The tripper pin is missing and you can't find it or put it back.
You can turn off the electricity and poke around the bottom of the timer box and see if tripper pin can be pulled out using tweezers
Do you know Grainger sells Intermatic tripper pins for $1.67 plus shipping?

Now, if this is not the right answer, you post a response and we can probably help
