You need to be near an active Wireless B access point (Or WiFi Network).
Open the PSP browser and it will start the network connection assistant.
The wireless network has to be 802.11B compatible and with WEP or WPA encryption, WPA2 or "802.11G Only" networks aren't compatible with the PSP.
