If this is a Rear Projection T.V, your CRT is going bad. You can take the front cover off and make slight adjustments on the blue screen control to get rid of any lines, as far as the blurriness of blue, that part is 500 dollars to fix. The most you can do is just get rid of the lines. There's a black box. Make sure you are very gentle with your adjustments. Just turn it back to how it was if the screen shuts off. I recommend turning down the brightness of the T.V. before you do this repair.
replace all the surface mounted electrolytic capacitors on the hyper module. also called the scan converter module. this is a common trouble. what a nasty job. good luck.
The problem mostl likely is that the handle for cleaning the corona wire isn't at it's start location. You can fix this by simply open the machine, unmount the toner/drum package and move the corona cleaner (the blue/green/grey marker) on the drum unit to the start position so the two arrows face eachother. This should solve the problem.
Is it the ink cartridge contacts you already cleaned? If so, then you can also clean it using the tools menu from the printer panel:
-press setup menu, then go to tools
-select clean print cartridge and press ok
-it will print a test page. If the printout is good, you can try printing again.
on my rca there is a setting in menu called converage or something along that line looks like this #with blue red n white they all need to line up on the number sign this might help + there are other solutions
