The manual for the 200W is no longer available as the satnav has been replaced by the 205. However the 205 is almost identical and the manual for the 205 has instructions that will allow you to operate the 200W. You can get the 205 manual at http://static.garmincdn.com/pumac/2675_OwnersManual.pdf
Go back into your tools and settings and re select the voice of american jack and see if it comes back on.
I lost the voice 2 days ago while on a trip from tenn. to florida and this fixed it. we never shut off the voice but somehow while using bluetooth or FM trans it shut off voice transmiting.
If you deleted the voice files without backing them up you can try running the Garmin WebUpdater software. This program updates the operating software for your GPS and can be used to update maps and other files. It may be possible to reinstall the voice files using WebUpdater. Some of the Garmin products do have voice files available for download via the Garmin website. (Namely the Quest product.) However the Nuvi 200W does not appear to have such files immediately available for download.
If you aren't able to update the voice files this way I would suggest you give Garmin a call directly.
