ON AN OVEN DOES BAKE MEAN BOTH ELIMENT HOT

hi,
depends on the manufacturer. on newer ovens the oven will run both elements to get you preheated quickly. once preheat has been established it switches back to the bottom element only.

Should my broiler turn on when I am preheating my oven this does not seem right to me and my oven caught on fire last night

Hi,
Yes the broiler will often turn on to help preheat the oven.
If it caught fire, it is not because of that, but because you have too much run over food in the oven. That is what caught fire. You need to clean it an NOT with the self clean!!

Double oven, the top ovens lower heating eliment will not work-I have relaced it and tried the lower ovens eliment still nothing, the broiler(upper)eliment works fine?

There are some small relays on the circuit board in the area of the controls. These relays are undersized and normally fail shortly after the warranty period. If you are handy with electical work and a soldering iron you can replace the components on the board using standard items from Radio Shack. If not, then buy the circuit board but expect to pay a lot. I once fixed a friend's oven and broiler by putting a low voltage optical semiconductor relay from Radio Shack into the space of each failed mechanical relay. Then I used those to operate large 40A definite purpose contactors -- normally used in HVAC systems. This required addition of a 24vac power transformer. All of it fit easily into the space behind the control panel of her drop-in range. The beauty of the optical semiconductor relays is that they isolated the electrical system of the original circuit board from the additional parts I was supplying. This makes is easy for anyone who works on it later to see the nature of the upgrade/repair.

Eliment in oven will not turn off

Sounds like the element is still getting a feed from the thermostat, even though it is in the Off position
If it has a temp indicator light and this is still glowing then you definately have a faulty thermostat.
The other possibility is that there is an earth fault on the element, and this could cause problem.
Plz rate this solution.
Thanks.
