Ensure blades are sharpened. If there are burs on blades they can seize.
Blades should be lubricated with WD40 , waste oil or other lubricant.
The bolts holding the two blades together shouldn't be too tight.

Have you lubricated the blades? You can buy spray lube (Remington Shaver Saver) for this purpose.

How do I safely replace the blades without removing the mower deck? I bought a devise at Walmart that is used for locking the blade but not sure how to use it.

If you lift the mower and block it up or drive it up on loading ramps anything to get at the blades disconnect the spark plug wire put the blade lock tool so that when your loosening the nut it comes up preventing the blades from moving loosen the nuts replace the blades then reverse the procedure installing the tool on the other side of the blades to tighten it. If you have access to someone with a 1/2" air impact wrench/gun it is really much easier and the use of the tool is normally non-existent.

I have borrowed an old Black & Decker electric knife that has 2 blades with it. I don't know how to use it? both blades look the same, but you only have one it at one time don't you?

You use both blades together.. On one blade is a (should be) a small metal knob sticking out from the side. On the other is a matching hole. Hold the blades crossed at 90 deg. Lock the knob into the hole on the other and slide blades parrallel, side by side. Both blades should now slip into the slots in handle and lock into place. They will not be exactly level with each other. One will stick out further.. Plug in power, and push run button.. Blades slide back and forth against each other, just hold sharp side against the meat, and push button.. Cuts like butter..
To remove for cleaning, there should be a small button near where the blades lock in, on the bottom (?) push to release blades.. for washing.

How do you replace blades on a 22-540 delta portable planer?

Unplug the machine and crank the head up (open) as far as it will go. Underneath, in the middle of the head there is a bar with two blades on it held in place by a lock bar and six to eight screws. Remove the screws and carefully pull the blade out. The blades are double sided so if you haven't changed the blade before, they can be reversed. Turn the blade around so the sharp edge is out and reinstall it. If both sides are used, install new blades with the blade lock engaged in the channel in the middle of the blade. Make sure to get the screws in tight.

The blade lock is not locking . When you put pressure on the blades they pop off

Most makes of clipper including Oster, Andis, Wahl have a latch which is depressed to release the blades. The latch is commonly situated under the hinge assembly and holds the blade with a simple hook at the tip which catches on the blades.
If the blades will pull off without depressing the latch, chances are the tip has broken off and will require replacement.
Undo the two screws securing the hinge into place and remove both parts, when fitting the new latch make sure the spring ends of the hinge locate through the holes on either side of the latch.

Husky lock 509. My machine does not cut . There is something wrong with the blades

Be sure the blades are "raised" properly - did you have them lowered so you could sew without cutting? Maybe they are not locked back in place. Is the machine set for rolled hem? Re-set it for regular overlocking. Even if the blades were blunt, you should still be getting some sort of cutting happening. Blades are reasonably easy to replace yourself but getting hold of replacement blades can be tricky.
