Must be a Hoover, The flat belt may look ok but I am sure it has stretched to the point where under load it won't drive the wheels or the brush roll. Could also be a bad brush roll.

SOURCE: dyson DC28
I'm sorry to hear you're having difficulties with your DC28. From what you've described, it sounds as if something is obstructing the brushbar and causing it to shut off. Please follow the steps shown in the video below, and remove any threads, hair or other debris from around the brushbar and inside the cleaner head.
This should resolve your issue, but if you need any further assistance, please call us free on 1-866-693-9766, or email askdysonUS@dyson.com so we can help.

Tips for a great answer:
May 23, 2012 | Fuller Brush FB90T Bagged Upright Vacuum

If something becomes lodged in the foot and the
brush shuts off, turn the cleaner off and unplug
from the outlet. Remove the obstruction. The
brush will automatically reset when the cleaner
is plugged in and turned back on.
Additionally, you could have dirty filters that are activating a thermal protector switch that shuts the vacuum off if the motor becomes too hot. If this is the case unplug the vacuum, clean any filters, clogs, or obstructions and wait 30 minutes for the unit to cool. Then plug the unit in and it should work. I hope this helps.
