I had that problem, i couldnt switch on my wifi with the fn/f1 keys. The cause was i think a vista update, though im not sure which one it was because the laptop was given to me, and id not been privy to the update history... so i reinstalled vista from the image on the harddrive, pressed fn and f1 and the wifi was activated fine.. a million updates latter i tried it and>> nothing...I tried everything and still nothing lol...I then reinstalled vista (again lol), and then tried it, and>> bingo :) bottom line, find out what update is causing this and uninstall it (if that's possable) or just reinstall vista...now here's the key, there's a new bios update for the amilo ms2228 which rememebers the state of your last wifi comand, and maintanes it, in other words, update the bios, then activate the wifi, and it should stay on, (it did on mine) then go to windows update and reinstall all your updates (assuming you have just reinstalled vista or located and removed the offeding update) a final note, after i had updated the bios, reinstalled vista, , switched on wifi, and then completly updated vista, i could no longer switch off the wifi, which is suppose is better than not being able to switch it on in the first place lol :P
