Yeah. If your CPU doesn't support 64-bit processes it wont work to run Windows 7 64-bit on it.

You need Intel Pentium Dual Core E2140 chipset compatible with windows7 and windows7 compatible sound drivers.

According to the product website your board supports all intel socket 478 cpu's. Maybe you bought a faulty cpu ?
