I have had this problem for a long time, up until recently I have figured it out. Here are some steps you can try.
1.Microsoft takes about 12 hours to process your credit card information, so wait until then.
2.Go buy Microsoft Point Card at Best Buy, Gamestop, or try your local Video Game Store.
3.Try rebooting your router, by unplugging the power cable for 10 seconds and plug it back in.
