Your beater bar is stuck on some object and the belt is rotating against the surface of that same beater bar/brush assembly. This will leave black rubber dust on the carpet and eventually lead to a torn belt.
Turn the Vacuum upside down in an area where dust and dirt will be no problem to clean up. Make sure the Vacuum is unplugged before trying to rotate the beater bar/brush forward and backward to dislodge the foreign object.
Restart the vacuum on a friction free floor and verify that the beater bar is free spinning by dusting a non-carpeted floor with baby powder.
If you see swirl and brush marks as you draw back your vacuum cleaner should be ready to go. If not, you will need to follow your user manuals directions for replacing the belt.
