Ur tv have CRTS-(picture tubes).Coolant problems,must replacement of CRTS tubes coolant chenicals.Coolant must be replaced to recharge the CRT-(Tube fillaments).Try website like Tvrepairworld.com to buy a coolant kit and came with instructional DVD show how to do it.

If the screen is too dark on the TV or the brightness keeps on continuing to change then the problem here is with the Energy Saving mode settings. By default the TV does set the Energy Saving to Auto, which means that the TV will automatically by it's self does adjust the screen brightness depending on the brightness of light it detects.

The Contrast and Brightness on tv appears to be dark.

If this is a CRT-based TV and it's been played most of the time, you may have a bad picture tube, especially if strong red colors bleed to the right. CRT's dim with use, unlike LCD or plasma. But it could also be trouble in the video circuits - none of this falls into the DIY category, unfortunately. High voltage involved, unless you're comfortable around it and want to try turning up the screen controls inside the TV. If you do, let me know - but "no response at all" from the external adjustments points to a more serious problem.
