First check whether the EHT working or not , width will reduce if that EHT works , if that EHT is not working then check output transister that may be starts with DXXXX ,, for this replace with D2499 if ur tv is 21" or below ,,, otherwise replace with D2508DF .
by 60W ac 220V bulb :- open the output transister from its native place and connect one of the two terminals of that bulb to collector place of output transister and another to ground , and check the voltage at that pin , if voltage reducing then replace that EHT(LOT) with the same number.
even though , this is not solving ur problem then replace EHT with the same number....

Short circuit protection activates. There is shorted component/s at its main board. Check and replace damaged component/s at its horizontal scan output section circuit. Check the LOT (Line Output Transformer) too for damage. Replace the horizontal scan output transistor. Check the input voltage to LOT. If the voltage is absent check the feeder resistor; if any. Video output section of your tv is in trouble. Either it not gets proper voltage [low voltage if voltage is there]; or video output Ic or transistors whichever used may got damaged. Never switch on the tv in this condition; that picture tube may get damaged. Get it repaired soon.
Not knowing the brand or model number, I would start with the horizontal output transistor and high voltage transformer (both are in the same circuit). When the horizontal output shorts, it puts excesive load on the power supply causing it to chirp or "beep".
look for trouble in the low voltage and or high voltage power supply circuits. the popping sound could be an exploded safety capacitor in the horizontal output to the flyback transformer. the horizontal output transistor maybe damaged. chances are the low voltage regulator is also damaged.
The first problem was always standby mode.... get back the original eprom IC 24CO8WP in to the PCB, then find the original remote control of you TCL Tv tcl-14175 then you power On In the Remote control while your TV is in Standby mode! then you see your tv is going ON... Because your unit is in Child lock Mode....
