Does this laptop have more than one USB port?
If so, have you tried the others?
You could obviously see the USB port in device manager--this means the system thinks the device is there. so--it's not a software problem
You can't make it see any device--this means it's a hardware problem.
Most likely a USB connection to the motherboard problem.
So--what to do? Replace the motherboard.
Probably costly from Dell, but affordable on e-Bay.

open bottom of laptop where ram and cpu is located usully in middle 2/3 screws there should be a slot arouns an inch long on board that this slots into however does your laptop have the wireless cables that run from motherboard to hinges that hold screen in place usually black1 and grey 1 which are main and aux grey is usually main
