When a wireless network is established, the owner has the option to establish security on the link so that only people who are allowed to use the wireless network can access it. One of the encryption option is called WEP. You will need to get the key from the owner of the wireless network. If it is a public network like McDonalds or Starbucks, ask someone at the counter for the key. If it is a private network and you do not know the owner, then you probably won't be able to use the network.
