Your concern: "...gets hot for 2 minutes but then turns cold..."Two possible reasons based on a generic condition:
1. Your thermostat is defective, cuts off early and does not re-engage to maintain desired temperature;
2. some other sensor is overriding the heat level setting and shuts the unit off.

As ohms has posted, the make and model would help narrowing down possible defects/problems.

Hope this be of initial help/idea. Pls post back how things turned up or should you need additional information.

The thermocouple is a safety for the gas valve. It tells it the pilot light is lit. If your pilot light is not going out and the burner fires when you turn up the thermostat, it is all working as it should. In other words, if you don't need to re-light the pilot, your thermocouple is OK. Turning up the temperature of the water is a good idea, just be careful not to burn anyone with the hotter water. You mite want to try a water saver shower head. Some don't throw enough water to get the soap off, but I bought one that can be turned to adjust flow and we have been happy with it. This is operated by a flow switch, when you open a hot water faucet it turns on. There is a small filter in the cold water inlet on the Rinnai located just below the cabinet on the cold water line. It will unscrew and you can clean it out after you shut off the water to the unit. Make sure there is flow through the cold water line and out the hot water line. If that gets you nowhere, you will need to connect an MC control to the unit to get the error codes. Make sure you have flow through the unit and the gas is turned on to it. You will be able to hear it trying to start as an assistant turns on the hot water while you are in front of the unit and cover off. Look through the small viewing port for any spark or flame and see if it stays on or quickly goes out. You can remove the ingiter flame rod assembly and clean off any debris stuck to it with a soft brush. Not much you can do to it. It's like a newer car, you will need a technician with proper tools and experience with these units to be able to repair it. Your installer should cover this under their warranty and any parts needed will be under Rinnai warranty.

I would suggest that you turn temperature setting up to 140 degrees and see if this won't help you. Obviously with water temperature that high make sure no little ones are left unattendded. Thank you

You don't indicate what kind of valve(s) you have in your shower/bathtub.

It is sometimes the case, when you have separate hot and cold valves that use the traditional flat washer, the rubber/viton washer wears over time and actually becomes cut, such that a part of the washer protrudes from the valve face.

Hot water will cause the distorted washer to expand. Consequently, as more and hotter water flows through the valve, the washer expands to the point where it constricts the flow of hot water.

Replace the washer, at least on the hot water valve.

IF YOU CLEANED THE FILTER AND THERE IS NO DIRT ON COIL, YOU MAY BE RUNNING IT TO LOW FAN SPEED. REMMBER IF IT IS ABOUT 70  OR BELOW IN HOUSE YOU NEED MORE HEAT ACROSS COIL INSIDE , TURN AC TO HIGH SPEED AND ICE SHOULD MELT. IF IT DOSENT TURN T STAT TO HIGHER TEMP.

no easy fix . your water heater should be fine most likely its up to temp ,thats why its not lighting its main flame . the frozen pipe is another story you need to get the heat up in the house open any cuppord doors that have pipes in them like under a sink ( to let heat from the room get it there ) leave a faucet on hot and wait . at some point you will unfreeze . but you migh end up with a broken pipe so keep your eye out for a water leak . good luck
