Hi there. The strongest Pokemon to this day is the legendary Arceus.

It has a MAX stats of 720 which is the highest as well as it has the ability to learn most TMs/HMs.

Lastly it learns the strongest attack in the history of Pokemon...
Draco Meteor140 Attack with 90 accuracy, no need to recharge.

In order to get Arceus in Pokemon Diamond, you need an Azura Flute which nintendo gives away in an event over Wi-Fi. Unfortunaly the event is over and you can't get it any more. If you want you can find someone with one and trade for it. Or you can get an Action Replay which alows you to hack an Azura Flute using codes.

Also, Have you tried erasing Arceus yet? That may also be causing a problem.

some of the older pokemon can only be found if you use the PokeRadar on grass areas. some of the old water pokemon need the super rod to catch by water areas. but not all the pokemon can be found this way and you will need to trade from the older GBA games for there starter pokemon and the older legends. or you can find some one on wi-fi to trade you the pokemon you need. GTS can also get you a lot of the pokemon you still need(but have see as you can only search GTS for pokemon you have seen) its in Jubilife city so you can put pokemon up for trade to the world as well as trade other people pokemon for what they want.
