I don't know who recommended a CMOS battery to fix your graphics, but this = no.

1) You have checked the monitor cable, correct? If the monitor cable is removable, replace it with a known to be good one, for a test.
If the monitor cable is not removable, use a known to be good monitor, and cable for a test.

2) If you are using the Integrated Graphics of the motherboard, (OnBoard graphics), then the next test is to install a graphics card. If you have graphics now, your OnBoard (Integrated) graphics chipset is bad.

3) I find most of the time, (Like around 80% or more) that the Power Supply is bad.
Enough power to light LED lights, spin fans, (Or spin a few times, and stop), but NOT enough power to turn the Processor on.

A bad Power Supply is one of the leading causes of computer failure, right next to computer is dirty inside.

A) ALL of the LED lights being on at once, will use less than 1 Watt of power.

B) EACH fan uses 2 to 3 Watts of power.

C) A typical Processor can use 51 to 125 Watts of power. Depends on what Processor it is.

Here you can see a CPU Support list for the Biostar G31-M7-TE motherboard, and the wattage of the different CPU's,

http://www.biostar.com.tw/app/en/mb/cpu_support.php?S_ID=363

Again, you may have a bad Power Supply.
Enough power to light LED lights, and spin fans, but not enough power to turn the Processor on.

No Processor operating, No computer.
No computer operating, No video signal.
(No Signal)

Do you have a KNOWN to be good, compatible power supply to use for a test unit?

Hello try to install the chipset driver from here:

http://www.biostar.com.tw/app/en/mb/introduction.php?S_ID=363#dl

Select download and open the driver folder, and download the chipset driver.

When downloaded run the exe program, and reboot after the install is done.

WHAT ARE THE VGA CARD'S SUPPORT TO BIOSTAR G31-M7 TE?

That motherboard has integrated video card (Intel Graphics Media Accelerator 3100) but probably you want to upgrade to better video card (that motherboard support 1 x PCI-E x16 Slot) so any PCI Express video card will do the job.

Here is the link with some of those cards :

Does the Motherboard Biostar G31-M7 TE work with Pentium 4

Hello there a_guerrero_d.

Here's your GEEK-steer ...

Just so I'm clear, here's what I'm hearing in your question:
  • You already possess an "Intel Pentium 4 proccesor (socket 775)" CPU chip.
  • You are shopping for a motherboard, and have desire to marry that chip with a "Biostar G31-M7 TE" motherboard (MB).
  • That is, until a "dealer" told you "That M/B don't work with these proccesor".
If this is accurate, I believe the one operative word out of all the many above, is "DEALER". My guess is this dealer is "dealing", and either:
  • doesn't want to sell only the MB without whatever chip he currently has installed in it.
  • wants to get you to give up on YOUR chip in order to get one from him,
  • or is honestly mistaken ... because unless he knows something that you, I, and the MB manufacturer are not privy to, he's plainly wrong.
Per the MB's own spec-sheet, the "Biostar G31-M7 TE socket 775 mATX motherboard features an Intel G31 / Intel ICH7 chipset with support for socket 775 ... Pentium 4 Processor"s. I personally would have no hesitation pairing that chip with this MB.

In conclusion, the answer your final question: "Who has the reason". I believe it's clear that it's the "dealer" who has reason ... to not provide you with accurate advice!

Good luck, and thanks in advance for posting back ...
  • to let me (and others) know how things worked out,
  • if you have any further questions,
  • to provide clarification or feedback.
"Today's the best day of my life ... and NOW you're part of it!"
Via-con-Dios and Godspeed -- Craig
