Most likely the oven ignitor is bad or weak. You can look at it and see how it compares to the broil ignitor. If you see a whitish color on the ignitor and if it doesn't fully glow then it needs to be replaced.

SOURCE: Oven Temperture adjustment
On my Epicure, you are supposed to press the bake selector pad then press the + button to set the temperature to 500 degrees or higher. Then hold the bake button for 5 seconds. The temp display is replaced by 00. Release the bake pad and use the - or+ buttons to adjust the temperature in 5 degree increments. When finished push cancel (or just do nothing). Good luck. I tried this and my oven kind of went haywire. It decreased the temp by much more than the 10 degrees I had set it too. May be something else wrong with my oven though?

immediately PRESS and HOLD the BAKE pad until "00" appears.
Then press the + or _ pad to adjust temp up or down 5 degrees at a time.

Tips for a great answer:
Aug 08, 2014 | GE Profile JTP18 Electric Single Oven
Dec 31, 2013 | Ovens
To Adjust the Thermostat
Pull the OVEN TEMP knob off the shaft.
look at the back of the knob and note the current setting before making any
adjustment. The knob is factory
set wit the knob directly under the pointer.
1. Pull of the OVEN TEMP
2. Loosen both screws
on back of the knob
3. Adjust lower screw
so it moves in the desired direction.
You will hear and feel the notches as you turn the knob. Each notch changes the temperature about 10 degrees F.
4. Tighten the screws.
5. Return the OVEN
TEMP knob to the oven.
Re-check oven performance and make the
necessary adjustments accordingly.
