It depends on your definition of "crashed" -- if it still spins and works, but the copy of Windows stored on the disk no longer successfully boots into Windows, that's one type of "crash",
and you can recover (by reinstalling Windows).

If it does not spin, or nothing can be read from the disk, that's another type of "crash",
and it's usually a "fatal" problem -- the hardware will never work again.

However, there exist professional "data recovery" services, that can repair your disk-drive,
just long-enough to _once_ read your files and copy them to a new disk-drive.
Example: http://www.seagate.com has "no-charge-if-we-cannot-recover-your-files".

Can you use a hard drive from a desktop as an external hard drive for a laptop

You can yes, but you will need to buy an external enclosure so that you can hook it up via a USB cable, and the go into the laptops Bios and make sure that you have the option to boot from an external device. It might be a lot easier and cost effective to just buy a new or even used laptop drive. Especially since that drive you have is only 20GB.

Drive is not recognized

Any 6GB disk-drive has been "out-of-warranty" for MANY years.

It's time to take a sledge-hammer to the disk-drive, to be 100% certain that nobody can ever access any of your files on the disk-drive.

Hitachi DK23BA 15 GB Hard Drive

You do not state so, but I believe this is a notebook HD. Your computer manual (probably available online if you lost yours) should give some hints as to how to remove the HD. With battery removed and no power, open the cover, remove the drive and plug in the new one. Then you must boot from the operating system CD, and install on the new drive. Then load all your old software. There are ways to clone your new drive to match the old one (take up where you left off, only with a larger drive), but it is a bit too complex to cover here.

My Dell no longer reads my Toshiba EHD!!

Test the HD on a different computer, if you get same problem, then the disk can be faulty. Backup your data ASAP, then replace either exernal hard disk enclosure, or the hard disk drive, depending on what is faulty.

If you get no problem on other computers, then the system is causing the problem. In that case try doing a system restore to a recent date before the problem started. If that does not work, then you will have to reinstall the system.
