If the voltage at the plug is still only 125 volts on the black and 16 volts on the red. There is still a problem with the power. And has nothing to do with the stove. You should have 240 volts when you measure from red to black. You can check the power at the breaker to make sure that you have 240 volts on the new breaker. If you have the right voltage there, then you either have a bad connection in the range plug or a broken wire somewhere between the breaker panel and the plug in.
