I answer questions for free.
I specialize in timers and electrical devices.
I hesitate to answer about Malibu power packs because there are no parts or repairs for a power pack.

Here's what I've done for fixya customers.
For hours, I searched Intermatic Timers, Malibulights.com, and the web looking for parts and solutions for the Malibu power pack. There are no parts or solutions.

I purchased a power pack from Home Depot and examined it and then read the manual from head to toe.

The answer is this: if the power pack is not working in any way and the receptacle has power, then the power pack is busted and you need another one.

However I can save you money on your next power pack:
Your next power pack:
1) Match up wattage of bulbs with wattage of power pack.
15 each - 20 watt bulbs = 300 watts = 300 watt power pack ... if you buy the 500 watt power pack for 300Watts of bulbs, then it will burn up the bulbs and the power pack.
2) Replace bulbs as soon as they burn out or other bulbs will burn out and the power pack will burn out
3) When working on bulbs, unplug power pack or the power pack may burn out
4) Use the link below to help plan your low-voltage lighting

The timer on my ML300RTW has stopped working. I have 120Volts of power to the box and can manually turn on / off the lights.

The timer module is not sold separately.
Some people report taking apart the module and cleaning gears.
Others report the gears are stripped.
Probably easiest to buy cheap plug-in timer, set power pack to override, and plug power pack into cheap timer.
These timers have a warranty with sales receipt showing date of purchase.

I have a Malibu 300 watt ML300rtw transformer for outside lighting. The timer stopped moving and when I took it apart the small plastic gear was worn down and it was not turning the timer. Is there...

I don't know any site selling power pack gears.
Maybe ebay has gears or sells used power pack.

Easiest thing might be buy cheap plug-in timer, set power pack to override, and plug power pack into cheap timer.

Intermatic does not sell the timer module separately, or the gears.

Lost manual for ML300RTW transformer. Does this transformer have an override so I can plug into exterior timer? If so, where is it?

Yes power pack has override, depending on model.
There should be a small knob located above and to left of dial that rotates: Step 8 in Manual says: You can manually operate the lights by turning the Manual ON/OFF Switch counter clockwise.

I have a ML300RTW Malibu transformer (S/N ML300RTW) that I bought 7/31/08. I'm pulling 170 watts from that transformer. I purchased new trippers from Northern Lights Electrical Supply. I have replaced...

You can buy cheap plug-in timer, set power pack to override and then plug power pack into cheap timer.
Otherwise there are no repair parts for power packs other than on-off trippers.
Power packs come with 5 year limited warranty, so you are within warranty period. Good job saving the date of purchase, you outshine with that detail.

Timer stops at on and off trips and doesn't turn on or off

The clock motor has gotten weak and now it is overheating and will not recover.
There are no replacement clock motors.
To buy more time with old power pack, purchase cheap plug-in timer, set power pack to override, and then plug power pack into cheap timer.
