I was recently using the internet browser on my Sync and the phone turned off and began to restart itself, which it does sometimes so I simply ignored it...but it never stopped. Now it constantly just starts itself, then brings me to the home screen, freezes, then after a minute or so begins to restart itself and the whole cycle over and over again. I tried taking out the sim card and leaving it without battery overnight and it still has the same problem. How can I fix this?

Possible there is fault in the software if the phone does not reset and keeps hanging up when you log on to the internet. It is best to take a second opinion and estimate before you format and reinstall.
Your dad's N96,restarts because of some files is the phone is corrupted and it needs to be formated through software. it might be from images,videos,audios,especially downloads from the internet can cause does damages..
Take it to a repairer to format and restore the memory of the phone and your dad can enjoy his fun again.take care.
it could be a number of things, but try this- go to your tools menu(the file folder icon) and tap more. then memory card, then music. are your songs there? if not then your songs are not on the memory card at all and if they ever were, then will have to reformat your card. if they are then you may have a problem with your phone or they may be then wrong file type.
I had the same problem. Actually, it began about thirty minutes prior to me posting this solution. Of course this may not work for you but it worked for me.
My problem began after I plugged my phone into my computer. I hadn't done anything to it. I went to turn it on and it entered the seemingly endless restart cycle. It likely had something to do with being plugged into my computer. I toyed with the battery and whatnot but to no avail. Eventually, I took the battery out and put the phone on AC power instead. It made the cycle shorter for some reason but did not solve it.
I then put the battery back and put the phone on AC power. I powered on the phone and it went to the initial loading screen. After that, it went to the charging screen which was weird because my phone should have been at 100%. From there, it proceeded to power on competely. End of problem.
I will note that I also had my USB sync cable plugged into my phone although it was not plugged into the computer. The charger was plugged into the adapter port on the sync cable but I suspect you'll get the same result without it.
