The quick answer is YES. But if you really don't want to see it pop up again call the support for the software vender and have them correct it so that it remembers you answers.
You also might see if their is a new update for the program or simply try another program altogether.

Error 1603

When you try to install a Microsoft Windows Installer package, you may receive the following error message:
Error 1603: A fatal error occurred during installation.
If you click OK in the message box, the installation rolls back.
To resolve this problem, do any one of the following, depending on the cause of the problem:
  1. On the Windows desktop, double-click My Computer. The My Computer window appears.
  2. Right-click the drive that you want to install the Windows Installer package to, and then click Properties.
  3. Click the Security tab.
  4. On the Security tab, do the following:
    • If you are using Microsoft Windows 2000, verify that the Name box contains the SYSTEM user account.
    • If you are using Microsoft Windows XP, verify that the Group or user names box contains the SYSTEM user account.
If the SYSTEM user account does not appear in the box, follow these steps to add the SYSTEM account to the box:
    1. Click Add. The Select Users or Groups dialog box appears.
    2. In the Name field, click SYSTEM, and then click Add.
    3. Click OK.
  5. In the Permissions section, click to select the Full Control check box underAllow, and then click Advanced.
  6. Do the following:
    • If you are using Windows XP, in the dialog box that appears, click to select the Replace permission entries on all child objects with entries shown here that apply to child objects check box for the SYSTEM account, and then click OK.
    • If you are not using Windows XP, in the dialog box that appears, click to select the Reset permissions on all child objects and enable propagation of inheritable permissions check box for the SYSTEM account, and then click OK.
Note If you receive a security message, click Yes.
  7. Wait for the operating system to apply the permissions that you have selected to all child folders.
  8. Run the Windows Installer package.

Reset Windows 7 Password in Different Situations

An increasing number of computer users show their favor to Windows 7 operating system these days. That would be the reason why more and more people are getting so frustrated by being locked out from Windows 7. So, we will introduce and demonstrate the steps on how to reset Windows 7 password.

Part A. For computers got more than one user accounts, however you must know at least one of the passwords.

It means you are able to get access to the computer with other accounts which you know the password, and then reset Windows password for the accounts you cannot log on.

Following are the steps for which you could have a try and also have been tested here by us.

Step 1: Log on with other account, and click Start icon then input "mmc.exe" into the search box and Enter. Now you are in Console.

Step 2: Click "File" > "Add/Remove Snap-in".

Step 3: Find "Local users and Groups" in "Available Snap-ins" on the left, click Add > Finish > OK.

Step 4: Display the "Local users and Groups" in Console Root, choose "Users" and right click on the account which you need to reset the password.

Step 5: Now you can input a new password without knowing the lost one.

However, there still are some defects for this method. As the account you are trying to reset the password will lose access to all of its encrypted files, stored passwords and personal security certificate. Please be no worried since there would be a warning when you run these steps.

Part B. For computers which get only one account or all the password of the accounts are lost.

At this time, you cannot even log on to the system or you can only get access to the windows log in page at most. Windows Password Reset is the one will be demonstrated here.

Sometimes when you are locked out from the computers, you are not able to download or install any programs to reset Windows password should you got one. But this can be easily solved; you can download the program and install it to another unlocked computer. For Windows Password Reset, you may need a CD or USB to burn the files on. Then the bootable CD/USB will bring you to DOS or Win PE to reset the password.

Step 1. Download and install the program.

Step 2. Burn the bootable disc or USB.

Step 3. Set BIOS to make the computer boot from the disc/USB.

Step 4. Enter into DOS or Win PE to reset Windows 7 password.

In addition, some people always get confused that why they need the password as a permission to download and install the program. That is because the computer is under secure and it will only accept the programs which are downloaded by the Administrator. So if you log on as other accounts and trying to reset Windows password for the administrator, then you may also need to download and install the program on another computer, just the same as what we introduced above.

Computer wont load past the user accounts meny

Try booting into "safe mode" by starting your computer, and pressing "f8" just prior to the Windows screen popping up. If this error happened just after a update or install, you may be able to use "system restore" in the "help and support" section (accessed at the start button) to revert your system back to before the update or install happened. If not, you should be able to uninstall the program or update from the "add or uninstall programs" wizard in control panel.

Windows 7 Tip#4

Modify UAC

The User Account Control security feature was one of the most reviled additions to Windows Vista, with good reason -- its constant warning messages asking for permission to continue many operations drove users around the bend. UAC has been significantly improved in Windows 7 so that it's not as intrusive as in Vista, but you can still tweak it if you like.

Here's how to turn UAC on or off, and make it less or more intrusive than the default:

1. Go to the Control Panel --> User Accounts and Family Safety.

2. Click User Accounts, then click Change User Account Control settings.

3. From the screen that appears, use the slider to select the level of protection you want. Here are the four levels and what they mean:

Always notify me. Think of this as UAC Classic. It works like Vista's UAC: When you make changes to your system, when software is installed or when a program tries to make a change to your system, an annoying prompt appears.

Default -- Notify me only when programs try to make changes to my computer. This is, obviously, the default; make a change yourself and UAC leaves you alone. When a program makes a change, a prompt appears and your desktop goes dark, just like it does in Vista. Otherwise, UAC sits there silently.

Notify me only when programs try to make changes to my computer (do not dim my desktop). This setting is identical to the default setting, with one difference: It won't dim your desktop so that you only see the UAC prompt asking you to take action. This presents a slightly elevated security risk over the default setting, because theoretically a program could allow a malicious program to interfere with the UAC prompt.

Never notify me when: In this one, UAC is completely turned off. This is, of course, an insecure option and not recommended for most users.

After you make the selection, click OK. Depending on the selection you made, you may need to restart your system for it to take effect.
