To set the date and time you need to per page 24 press setup while in VCR mode and using the upd down left right button to navigate through the menu/screens and press the OK button to select the highlighted option.
So highlight Clock Set and press OK. Enter two digits for the month, two digits for the day, and two digits for the year using the number buttons on the vcr's remote. If it isn't understanding 10 for the year try 82 for the two digits for the year. When you are finished insterting all of the numbers the hour digits will blink.
Enter two digits for the hour and two digits for the minute using the number buttons. Press the number 1 button for AM or the number 2 button for PM after the AM/PM setting blinks after entering the digits for the hour and the minute or use the up/down to select am or pm. Now press select and you should be done.
It isn't clear what else you need help with. Timer Recording is on the next page of the manual but that is normally not applicable for VCRs like this one anymore because they do not have digital tuners.
Is it connected to the television properly? Plug in the cables to the vcr where is says out and connect the other end to the television. Switch the television's input appropriately or tune it (the tv) to channel 3.

If you meant that you are not able to program the VCR for the timer recording then it is possible that the fault is in the processor/controller of the timer unit.
Please confirm if the VCR is working otherwise with all the function in order except the timer setup and channel programming.
If so the tuner module /programming section has errors and needs a check. This is a sensitive section and will require experience in electronics to proceed. Please confirm
