First I would verify that USB ports are functioning properly by plugging another device into the port and verifying that it works. You have to do some steps about fixing this problem :
1: Go to Device manager by right click on my computer then manage and then device manager.
2: Go to universal serial bus controller and export it.
3: in each USB root hub right click and then properties.
4: In properties screen select power management tab and unmark on " allow the computer to turn off this device to save power ".
5: After finishing this steps in each USB root hun restart your computer and then done
first configure your hard drive in the bios set your harddrive as
primary drive then configure the booting setup you must boot first the
CD ROM drvsave setting and exit. Then if you have a bootable disc
installer for XP any OS insert in in the CD ROM drve. wait for a while
then follow the instruction that goes out in the desktop.
My guess is that the pc is trying to use a drive letter that is already
taken. Make sure the drive is plugged in. Goto Start -> run ->
type compmgmt.msc and hit enter. Click on disk management. You should
see the drive in the list. Right-click the external drive and click
change driver letter. choose a letter that is not already taken. that
should do it..
