Wet grounds

Just bought a used ECM Giotto Espresso machine. It seems like it doesn't have enough pressure to push the water through the espresso grounds. It just trickles out and the grinds are soaking wet when you try to clean out the portafilter. I tried making my grounds courser, but still the same. seems like a pressure problem.
