When a video is uploaded to YouTube and published, YouTube will provide an address for it, which will either look like http://youtu.be/EHWa9J5FgG4 or https://www.youtube.com/watch?v=EHWa9J5FgG4. The random string of characters at the end identifies the specific video.
Regarding your quiry, first, you need to create an account on Youtube. Then, on the upper right hand side there is a link for UPLOAD. Click on upload and upload the footage you want to post on Youtube. To check your uploaded footages, logon to your Youtube account and move the mouse over to your username and click on Videos and it will display all the footages you have uploaded.

If you mean capture webcam footage when you mean download, you can use various programs to record from your webcam. If you want to upload to Youtube, they have a great built-in program to record your webcam footage and upload it from their site. If you wish to just record it for your viewing, a quick search for webcam recorders online will get you plenty of results. One program to try can be this.

Note You Tube can be very slow in uploading, since I know from my own experience that depending on the traffic at the time the server can be unstable. If you experience problems I would try again on different times of the day to upload.
When you watch the videos on the computer before you upload them to youtube are they of better resoloution? Are you uploading the videos from the computer or is this a camera that can upload them directly to youtube. It might be that youtube is reducing the resoloution of the videos you are uploading or your internet connection might be slow and that is causing the videos to be displayed in lower resoloution on your computer and someone with a faster internet speed might get a better picture.
You tube accepts wide video file formats such as .wmv, .avi, .mov, .mpg transferred from most digital cameras. The problem you have, the video you upload might not from those video formats. So youtube may not recognize or upload it. What you really need is to convert your video to a format which can be uploaded to youtube like MPEG4 (recommended). Alive MP4 Converter program allows you to convert AVI files or whatever formats to MPEG4 which can be uploaded to youtube. Else, use another updated web browser to open youtube and upload it there.
