I'm not totally sure what your asking, does your backlights work or do they not?...you said backlights not working but you can see the LED's, the backlights are the LED lights, or are you calling the LCD diodes in the panel the LED' backlights?
An LED TV is still an LCD TV, just with LED backlighting. That model is an LCD TV. The difference is in the backlight. Both LED and LCD TVs use an LCD screen. LED TVs have LED backlighting of the LCD screen, which saves energy.
You would need to go into the Setting Menu and find the Backlight or Power setting to lengthen the display and keypad backlight times. Just know that your battery life will decrease the higher the settings especially since it is a VGA screen.
Have you tried checking the Battery and Display settings from the main screen Settings menu? There is an option to enable or disable the backlight, as well as set the brightness.
There is also a setting called "Use ambient light sensor", which sets the backlight and keyboard light to only turn on if it is dark when you are using it.
