One thing to check it your spark plug - a mower wont start with a misfiring plug, second check your fuel filter - it could be clogged up - some people say wash them out with gas or just simply replace them...if neither of these help it may be a fuel line...if you can provide me with exact model I will be more than willing to help you further...

When trying start it won't turnover and oil is

Rings! Don't know if this is 2 cycle or 4 cycle engine. If it is a 4 cycle engine you shouldn't have crankcase oil on the spark plugs. If it doesn't turn over, how is oil getting on the spark plugs? At any rate,I'd check for cracked ring or rings.

It won't start

You need to find out if you have fuel pressure to the fuel injectors, and if not you may have a bad fuel pump. If you do have fuel pressure, then check if the spark plugs are firing. If they are not there could be a bad sensor, like a crankshaft position sensor.

Cranks but wont turnover

I don't understand this ... "cranks" is the same as "turn over". How can it crank and not crank (or turnover and not turnover) at the same time?

I think you meant to say it will crank (or turnover) but will not fire or ... it will fire but not start.

This kind of compaint point to ignition or gas. You may be 'out of time' or your plugs are fouled. Depending on the actual method of firing the plugs, you may have a 'points' problem or a sensor out of adjustment trouble. There is also that troublesome "kill switch". Are you sure the kill switch is in the Run Position???? Go check it anyway!!!

In the gas department, do you have gas? Can it get to the carb? Dirty fuel filter? Valve Open?

And as a last suggestion of where to look, are the safety interlock switches ok? The one that is on the kick stand that will not allow you to start if you are in gear and the stand is down?

If you are still stuck, it may be time for a professional tuneup at your Honda Motorcycle Shop.

I hope this helps you. Thanks for your question at FixYa.com
