It could be the machine is over-filling.

There is a presure switch inside which regulates the water height.
If the water level is over half-way - it needs adjusting or replacing.

How do I get fabric softener to flow into washing machine

jrez's answer is for toploaders... you said you have a drawer, so it's a front loader.

The softener is usually taken up by a syphon. This can be removed from the drawer assembly for cleaning, when they clog they can't syphon.
While the machine is taking water for the last rinse, some of the incoming water is sent via the softener compartment. As softener is thick, without a syphon the softener would just sit in the bottom of the compartment and the fresh water would just skim off the top.

SO: Check the drawer after the final rinse.. if the softener compartment is full to the brim, the syphon is blocked. OR .. if there's just the same amount of softener as when you started the cycle, you have a filling problem instead.
Filling problem can be for two reasons: early machines had one water valve, and a flap which squirted water into the various compartments, operated by a linkage from the timer - this linkage can break, the spring can fall off, all mechanical. Later machines use a separate water valve, and this can fail shut.

The city turned off the water to fix a main line and then turned the water back on. The first time I started the washer after this happened, I heard a loud pop noise and the water began gushing into the...

After repairing the pipeline it's inevitable that some debris/stones/cement etc. would find it's way into your machine. Even though there is (or should be) a filter in the water input hose, I'd guess that the water pressure was so high that some debris damaged the electrically operated solenoid valve which controls the water input flow. A mechanical problem then, with possibly some associated electrical fault. If you can get the machine out, I suggest unscrewing the inlet hose and having a look at the valve - they're usually easy to get to. But please DISCONNECT THE ELECTRICAL SUPPLY AND WATER first.

On spin the water comes up the dispenser tray and overflows

Pull the dispenser drawer all the way out, there will be a flat part which you push down to slide the drawer out, Then you can get to the inside to give it a clean, next you can remove the top by undoing the 2 screws at the back and sliding it off, you will see the hoses that run to the dispenser and you can clean them with a bottle brush.

Not getting enough water during rinse cycle

In the rinse cycle it will use cold only to rinse with.
You need to see how fast the water is going into the machine on rinse
Things that can effect slow fill, low water pressure, Faulty cold valve
water hose & valve filters clogged, Kinked hose

The fabric softner isn't draining during cycle but the bleach and detergent do just fine. I took out drawer and cleaned the dispenser but still won't empty. Help!

When cleaning the softener chamber, make sure you remove and clean the syphon tube thoroughly. This is the only chamber designed to handle liquid. Otherwise, check that you have sufficient water pressure and that the cold valve opens fully. If you dont hear a decent gush of water during the rinse cycle, it's either pressure or the valve.
