My samsung SCH-R355C phone won't ring, but will vibrate, how can I fix this?

I have read up on your question. That government provided phone you cannot jailbreak. It is provided by your local government services.

update your firmware/software

its look like a firmware fault. u should have to flash your mobile.

You need to get this checked at the Samsung center as the software might be needed to be reloaded.

The long button on the left side of the phone is what controls the tone/vibrating. Are you trying to set it to ring or turn the sound off completely?
If you want it to ring open it, and hit either button on the left side. Then hit the upper button once for it to beep one time when a text or call is received, twice for low, 3 times for medium, 4 times for medium/high, and 5 for high.
If you want to silence it, hold the bottom button on the left side down.

To place the handset in Silent / Vibrate Mode
Step 1
To place the handset in Silent / Vibrate Only Mode, hold down the pound key (#) for about 2 seconds. To exit Silent / Vibrate Mode, perform the same action while in Silent / Vibrate Only Mode. You will see a confirmation message for Silent / Vibrate Only Mode, each time you enter or exit Silent / Vibrate Mode.
The SCH-U470 (Juke) handset will vibrate rather than ring when you receive a phone call, message or alert while in Silent Vibrate Only Mode.
Step 2
While in standby mode, press the volume key, located on the left side of the handset, then select either “Vibrate Only", “Alarm Only” or “All Sounds Off”. To disable perform the same action while in Silent / Vibrate Mode.
The SCH-U470 (Juke) handset will vibrate rather than ring when you receive a phone call, message or alert while in Silent / Vibrate Only Mode.

check the profiles in settings.

This phone allows you to independently set ring and vibrate modes. When you access "Call Vibrate" to set the mode, also visit the "Call Ringtone" menu to turn off the ringer.

You may want to leave the vibrate mode OFF and your ring tone ON and use the quick keys to switch between ring and vibrate. Two ways to do this, push and hold the # key to switch between normal mode (the settings you chose in "Call Ringtone" and "Call Vibrate") or use the side volume button to access the "Master Volume" and select "All Off", "Vibrate" or a ring tone volume.
